July 22, 2002

Dear Mr. Russell:

During July and August 2001, DATANET ENGINEERING INC (DATANET) monitored the installation by Tank Tech, Inc. of the Primary Containment System in the 18,500 gallon UST at the Mayflower Hotel in Washington DC. As you know, the PCS is a lining system which creates an interstitial monitoring space between the tank wall and the 125 mil 100% solids epoxy topcoat. Tank Tech performed the following activities:

  • All of the abrasive blasting (commercial blast prior to metal repairs, near white metal blast prior to liner installation)
  • Metal repairs including the installation of 87 patch plates on the crown of the tank
  • Sealing of tank rivets and seams with epoxy caulk
  • Layup of the Parabeam interstitial monitoring layer
  • Installation by spray coating of the 125 mil 100% solids epoxy topcoat
  • Installation of the leak detection system
  • Pressure testing of the interstitial space
  • Necessary repairs revealed during the pressure test to seal the interstitial monitoring space

Tank Tech performed this work with skill and professionalism under difficult circumstances. The job was on a 75-year-old riveted steel tank in a vault beneath the basement of a boiler room at the hotel and was highly scrutinized by the DC regulatory authorities. Also, due to some misunderstandings, Tank Tech was required to perform the initial commercial blast and all of the metal repairs which it did not originally anticipate doing. The hotel was under pressure to have the tank back in service by September 1, 2001.

If installation of the PCS is being considered at another site, we would recommend the use of Tank Tech for the project.

SIncerely,
W. Warren Wright, P.E.
Environmental Engineer
